For at nearly thirty years, there have been instances of electronic warfare engineers "testing" their cutting edge technology while off duty. The most popular application has been defeating speed traps. The radar warning devices now widely available first appeared in engineers cars as home (or lab) built gear. Engineers soon escalated their efforts. Some put radar absorbing material on their cars and radar transceivers that deceived police radar into thinking that the engineer's car was actually going much slower. Some of these items found their way onto the black market. There is actually a very active black market for electronic warfare equipment, and drug smugglers and rebel movements provide plenty of income for engineers seduced by the dark (or should we say green) side.
