In an interesting experiment, the Commander of DDG59 USS Russell restricted all of his division officers (equivalent to platoon leaders) to the wardroom for nine weeks (during which they concentrated on tactical training) while the Chief Petty Officer of each division ran that section of the ship. The experiment gave the officers intense training such as they had never seen, and gave the senior enlisted men time to try various ideas and improvements that officers might never have approved (or listened to). --Stephen V Cole
