In many parts of the world, especially the Middle East and Central Asia, weapons and explosives are easily available to anyone who can afford to pay. In these areas, there are no rules or regulations restricting who can do what with these items. As a result, there are a lot of accidents. In just the last few weeks, an explosion in a weapons market in Somalia left ten dead and at least fifty wounded. Across the Red Sea in Somalia, explosives being carried in a truck blew up, killing 22 people and wounding another dozen. The truck was also serving as a bus.
