President Clinton has signed the $228.5 billion defense appropriations bill for next year. This includes the money Clinton requested for the F-22, but slows down his planned JSF schedule. The budget includes a 3.7% pay raise for military personnel. Congress, however, angered President Clinton by reducing money paid to Russia to get rid of nuclear weapons and refusing to provide any money to build a chemical weapons destruction facility in Russia.--Stephen V Cole
