The US State Department announced in late November that it would resume reviewing licenses for the launch of US satellites in China. This came after China again promised to stop aiding ballistic missile programs in other countries (notably Pakistan, Iran, and North Korea). China has made, and broken, such promises in the past.--Stephen V Cole
