Loya Jirga members complain of being pressured by warlords to support issues favored by warlords. There are also complaints that the delegates were not selected strictly according to population size. The elections in 18 months should solve the proportionality issue, but the problem with warlord pressure will not go away. The Loya Jirga has to select a temporary parliament to act until the elections in 18 months and everyone is angling for a piece of the action.

Al Qaeda members who were known to be in Afghanistan last year are now showing up in their home countries, or other Moslem nations. This indicates that al Qaeda has been shattered as an organization and that many members are now going to the home grown terrorist organizations they came from in the first place (before linking up with al Qaeda.) Most Islamic nations had cracked down on terrorism in the 1990s, and Afghanistan became the place for terrorists to seek refuge. Many of their fellow terrorists are still in prison in their home countries.
