Bringing the Western style of "peace" to Afghanistan means working your way through a thicket of tribal and personal feuds, disputes and misunderstandings. The lack of a respected national judicial system left dispute resolution to tribal councils, or endless violence, and the occasional large scale massacre. The current campaign, bankrolled and supported (with troops and trainers) by NATO and the U.S., is one of those rare times in Afghan history where the central government is trying to pacify the countryside. This has never really been done. Keep that in mind.
