President Bush reportedly feels that the key to getting the EP-3 crew released was his decision not to telephone Chinese President Jiang Zemin. Doing so, the White House feels, would have made it impossible for Jiang to back down as it would seem he was bowing to pressure from President Bush.--Stephen V Cole
