India is under pressure to work out a deal to destroy camps of separatist rebels in neighboring Bhutan.  The rebels have been there for years, staging raids into Assam, and the government of Bhutan is now more willing to allow Indian troops in to help clean out the camps. The tribal separatists have become a political force in parts of Bhutan and are resistant to police demands that they disarm or leave.

In Kashmir, rebel violence left seven dead.
