 Although Indian and Pakistani diplomats are trying negotiate an end to the violence in Kashmir, the Indian army reports that infiltration attempts from Pakistan into Indian Kashmir are double what were last year. Part of this is due to new sensors placed on the border (Line of Control) and more troops stationed there. The army now says it stops 85-90 percent of infiltration attempts. A year ago, more than have the infiltrators were getting through. Inside Kashmir, the police and army have been more successful at capturing or killing leaders of the dozen resistance groups. This indicates that the rebels are having manpower and coordination problems, brought on by the inability to bring fresh fighters and weapons across the border.
