India-Pakistan: November 11, 2004

India says it will withdraw some troops from Kashmir, and the long border with Pakistan in that region. There are thought to be half a million troops and paramilitary police in Kashmir, chasing up to 20,000 separatist rebels. However, most of these rebels are unarmed and no longer active. While several people are killed or wounded daily in Kashmir, the number of armed Islamic militants coming across the border from camps in Pakistan are declining. This is largely due to improved sensors (bought from Israel) used by Indian border guards, and better training for the border forces.  India brought three additional infantry divisions (about 40,000 troops) into Kashmir as tensions increased with Pakistan several years ago. It is believed that those divisions will be withdrawn.
