In India, the government is simultaneously negotiating with, and fighting, Maoist rebels throughout eastern and northern India. The many small groups, armed and determined to establish communist dictatorships, see the negotiations as government weakness and an opportunity to "liberate" territory from government control. The Maoists have taken to attacking police if the government interferes with political activities (rallies, propaganda campaigns.) Years of low level counter-terrorist activity have not eliminated the rebels, and negotiations don't appear to be working either.
