The attacks on American troops are not considered militarily significant and most of the country is at peace and undergoing rehabilitation and rebuilding. Attacks on infrastructure targets (electricity, gas, oil, water) are largely in Sunni areas, giving local Sunnis more incentive to inform on those carrying out the attacks. This is apparently happening, as most of the raids carried out by US troops come up with known Baath party leaders, documents, weapons and cash.
