India and Russia are deadlocked over a dispute over who owns rights to technology in the BrahMos cruise missile. The missile is a joint venture between Russia and India, with Russia supplying a missile design orphaned (for lack of money) in the 1990s. India supplied the money, and some technology, to get the missile into production. But the Russians will not allow the Indians to develop upgrades for the missile in cooperation with any foreign nations. This is to safeguard Russian technology. But to the Indians, this means that future upgrades must come from Russia. In the past, India has had problems getting technical support from Russia for Russian weapons India purchased.
