The Rwandan government issued a press release that said over 18,000 Hutu troops from the old Rwandan Armed Forces (FAR) had been integrated into the ranks of the Rwandan Patriotic Army. (The RPA was the Tutsi guerrilla army that fought the FAR after the 1994 genocide. It is now the Rwandan Army.) The government also said that 16,250 regular army soldiers (most of them Hutu) have been demobilized since 1997, under a UN-sponsored program.
