President Yoweri Museveni said that he would let religious leaders in Uganda explore peace negotiations with LRA rebels. This is a shift for Musevenis government, which in the past has refused to consider negotiations with the LRA. The LRA has been hurt badly by Ugandan Army attacks in south Sudan, but the recent LRA offensive against refugee camps in north Uganda shows that it can still create a presence that is, rob, steal, and kill. Where negotiations will lead is another matter.
